In a saucepan, combine dried berries and vinegar. Heat just to a boil, remove from heat, cover and steep for about 30 minutes. Strain the liquid into a saucepan and add sugar. While stirring, gently bring just to a boil. Remove from heat and allow to cool. Fill a highball glass with ice, top with 1.5 to 2 ounces of prepared shrub and top with soda water. Optionally, garnish with a lime or lemon wheel, sprig of mint, thyme, or rosemary. Store remaining shrub in a clean glass container with tight fitting lid in the refrigerator for up to 6 weeks.
